Applications for the Low-Income Home Energy Assistance Program (LIHEAP) for the 2023-2024 program year will be taken by the WDM Human Services program outreach staff for households with an elderly (60 years or older) or disabled member beginning October 2, 2023.
All other households are welcome to apply beginning November 1, 2023, and continuing through April 30, 2024.
The LIHEAP program assists qualifying low-income Iowa homeowners and renters by paying a portion of their primary heating costs. This program is not designed to pay a household’s total energy costs. The program will provide supplemental assistance based on several factors including total household income, household size, dwelling type and type of heating fuel, among others.
Request for application for Polk County residents will be accepted by West Des Moines Human Services each business day between 8:00 a.m. and 4:00 p.m. An applicant will be assigned to staff who will complete the process by phone, email, mail, or fax. Walk in application is available at 139 6th Street, West Des Moines, Monday, Tuesday and Thursday, from 8:30 a.m. until 3:00 p.m., and Wednesday from 8:30 a.m. to 12:00 (noon).

Dallas County residents must call New Opportunities at 515-465-5185 to complete the application process.
To apply, applicants must provide the following documents:
- Proof of identification in the form of Social Security cards (or other qualifying document) for all household members. A current photo ID is required for each adult in the household.
- Proof of all household members’ gross income for the most recent 30 calendar days, the most recent 12 months or the most recent calendar year (most recent filed professionally prepared Federal tax return from the current filing year or previous filing year) depending upon when application is made.
- If renting, your landlord’s name, address and telephone number are required.
- A copy of your current heating/electric bill.
LIHEAP assistance is a one-time payment to your energy provider and it is based on household income, household size, type of fuel and other factors. Eligibility for participation is established according to the following federal income guidelines:
