The City of West Des Moines established a Housing Tax Increment Financing (TIF) district. A portion of the tax increment generated from the Housing TIF must be spent on affordable housing within the city limits of West Des Moines.
Several developments and programs have been supported from the Woodland Hills TIF including:
Phenix – historic elementary school converted to 17 mixed income apartment units. Phenix has been open since August 2018.
Valley Junction Upper Story Housing Program – Two rounds of funding have been awarded. Four properties along 5th Street that will provide 42 units of rental housing; 39 of which will be affordable and were assisted through this funding.
5 Hamilton Court/8th Street Houses – This property was purchased and demolished. In its place two single family homes were built by Greater Des Moines Habitat for Humanity and sold to low-income buyers.
West Des Moines’ contribution - to Metro Home Improvement Program (MHIP), Dallas County Local Housing Trust Fund, Inc. (DCLHTF), and the Des Moines Municipal Housing Agency (DMMHA) for Section 8 Housing Choice Vouchers in West Des Moines. MHIP and DCLHTF provide owner-occupied housing rehabilitation to low-income homeowners. West Des Moines’ contribution to these programs provides matching funds for grants. The City’s support of DMMHA assists in providing Section 8 Housing Choice Vouchers to West Des Moines residents to find affordable rental housing.
